DEFINITION AND PURPOSE:

The SVREC Career Navigator will provide dedicated case management and support to clients referred from the local Department of Social Services (DSS) as part of the SVREC Grant. The primary objective is to facilitate access to a comprehensive range of services and resources, empowering clients to overcome barriers to employment and achieve self-sufficiency as outlined in the Individual Employment Plan created by SVREC staff.

 

ORGANIZATIONAL RELATIONSHIPS:

Supervised by:     SVREC Assessment Supervisor and SVREC Program Manager

Supervises:           SVREC clients placed in work experience placements, Adult Education, and other program activities.

Coordinates with: Other staff, Southwest Virginia Regional Employment Coalition partners, local non-profit organizations who serve as placement sites, and other partners as applicable.

 

RESPONSIBILITIES:

  • Provides counseling and support for clients.
  • Facilitate enrollment into high school equivalency/GED coursework with Adult Education programs and track progress through program.
  • Responsible for establishing, supervising, and tracking training, work experience, and PSP placements for the clients.
  • Provides additional employment barrier assessments for clients placed in work experience or public service programs.
  • Responsible for client evaluations, keeping all records, progress notes and other correspondence involved in worksite placement.
  • Responsible for keeping SVREC system of record up to date with the most recent client notes, activities, and documents.
  • Acts as liaison between worksite, client and DSS employment specialist.
  • Make referrals to other entities in the public workforce system and human services ecosystem, utilizing the Unite Us platform as much as possible, to remediate barriers to employment and self-sufficiency.
  • Ensure co-enrollment with federal, state, and local workforce programs by facilitating referrals to the WIOA Title I Adult, Dislocated Worker, and/or Youth program to receive training/education assistance for additional skills development.
  • Attends monthly SVREC meeting and in-house team and staff meetings.
  • Conducts worksite visits to monitor clients.
  • Assists SVREC program manager with submitting timely and accurate reports.
  • Conducts instruction of job readiness and retention training when requested.
  • Collaborates and communicates with SVREC grant staff other community partners to provide effective services.
  • Assists with employment specialist duties on a department level: job readiness teaching, job connection, resume building, etc.
  • Creates an environment that fosters a spirit of teamwork with other staff and personnel with the SVREC program.
  • Performs other duties as assigned and requested.

 

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

  • Oral and written communication skills.

  • Ability to exhibit appropriate professional interactions with staff, partners, and the community.
  • Knowledge of community resources.

 

TRAINING, EDUCATION AND EXPERIENCE:

  • Degree in Social Work, Sociology or closely related field preferred.
  • Experience in human services with a working knowledge of employment training programs.
  • Experience in employer relations.

  • Reliable transportation and a valid Virginia Operator’s license.

  • Must pass drug screening.  Some positions require positive complete background screening including: criminal, sex offender and child protective services.
  • Physical activity of this position – climbing; ascending and descending ladders, stairs, scaffolding, ramps, poles and the like; stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, use of fingers for – picking, pinching, typing; grasping, feeling, talking, hearing, repetitive motion of the wrists, hands, and/or fingers.
  • Physical requirements of this position – sedentary work; exerting up to 10 pounds of force occasionally to lift, carry, push, pull or otherwise move objects.
  • Visual acuity requirements – close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing, viewing a computer terminal; extensive reading.

Employment Specialist – VA CARES

CLASSIFICATION:            Non-Exempt

DEFINITION AND PURPOSE:

Responsible for client employment services.  Work with area employers to ensure VACares clients find self-sustaining employment.

 

ORGANIZATIONAL RELATIONSHIPS:

Supervised by:            Program Manager

Supervises:                  No one

Coordinates with:       Local businesses, homeless Vets, Fatherhood, local jails, Virginia Western

 

RESPONSIBILITIES:

  • Establishes contacts with prospective new employers.
  • Maintains contact with existing employers.
  • Facilitates employment relationship between employers and participants.
  • Assists participants enrolled in program to seek and/or obtain suitable employment.
  • Develops relationships with temporary employers and/or temporary employment agencies, when applicable.
  • Strives to meet program placement goals.
  • Meets with employers to market VaCARES, develops ongoing relationships, and develops job placement opportunities for participants.
  • Forms working relationships with community employment services and resources, including Virginia Employment Commission, Disability Rehabilitative Services of Virginia, local Chambers of Commerce and the Virginia Workforce Investment Board.
  • Conducts employment group sessions and classes.
  • Recruits community volunteers to participate in job readiness workshops.
  • Counsels participants on career planning and administers career study/aptitude tests to determine client interests and skill level.
  • Counsels participants on job seeking skills.
  • Maintains an ongoing list of employers and job openings sharing the same with participants. Posts job openings in CARES office.
  • Assists participants with employment needs, supplying clothing and accessing assistive technology resources when applicable.
  • Assists participants in obtaining appropriate employment documents.
  • Assists participants with approved transportation requirements.
  • Conducts employment follow-ups in a timely manner.
  • Maintains complete participant files.
  • Inputs required employment information in CARES data system at baseline, six months during program participation, and six months post-graduation.
  • Prepares required monthly report and submits in a timely manner.
  • Attends trainings and meetings as required by program.
  • Performs other duties as assigned and required.

 

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of employer’s policy and procedures preferred.
  • Working knowledge of state employment regulations and human resource policies preferred.
  • Experience with offenders and ex-offenders helpful.
  • Must be computer literate.
  • Knowledge of Microsoft Office required.
  • Knowledge of computer data entry required.
  • Excellent organizational skills and leadership ability.
  • Good written and oral communication skills a must.
  • Ability to communicate with various racial and economic backgrounds.
  • Ability to work independently.
  • Demonstrated ability to instruct adults in job seeking and retention skills, including resume writing and conflict resolution.

 

TRAINING, EDUCATION AND EXPERIENCE:

  • Graduation from a four-year college or have related experience.
  • Experience with human services or offender/ex-offender programs preferred.
  • Training and experience in employment services preferred.
  • Training and experience in facilitating groups preferred.

Youth Specialist

CLASSIFICATION:            Non-Exempt

DEFINITION AND PURPOSE:

The Youth Specialist supports the daily operation and delivery of youth programming under Project Discover U, including but not limited to mentoring support, educational workshops, college and career exploration, employment readiness, cultural empowerment programming, and youth leadership development. The Youth Specialist works directly with youth participants, families, schools, volunteers, and community partners to ensure high-quality services, positive youth engagement, and successful program outcomes. This position plays a key role in building trusting relationships with youth and helping them achieve their personal, academic, and career goals. This position may require occasional evenings, weekends, or overnight work and local travel for school visits, program events, or off-site experiences.

 

ORGANIZATIONAL RELATIONSHIP:

Supervised by:             Project Discovery U Coordinator

Supervises:                 No one

Coordinates with:       Other TAP programs and staff, local school systems, community organizations, post-secondary institution liaison, volunteers, families, and youth participants.

 

RESPONSIBILITIES:

  • Assist in the implementation of youth programs under the Project Discover U umbrella, including mentoring, college access, career exposure, violence prevention, and cultural identity development.
  • Build strong relationships with youth to foster trust, consistency, and a sense of belonging.
  • Facilitate or co-facilitate group sessions, workshops, and field experiences as assigned.
  • Track student participation, attendance, and outcomes using agency-approved data systems.
  • Help coordinate program logistics such as transportation, event setup, materials preparation, and scheduling.
  • Maintain communication with schools, parents/guardians, and partners to support youth needs and engagement.
  • Assist with recruitment of youth participants and volunteers through outreach at schools and in the community.
  • Participate in training and staff development activities relevant to trauma-informed care, mentoring, and youth development.
  • Attend team meetings, planning sessions, and debriefs to ensure program quality and coordination.
  • Provide input on program improvements and identify barriers to youth participation or engagement.
  • Maintain confidentiality and uphold TAP’s commitment to equity, cultural responsiveness, and safety.
  • Assist with reporting, documentation, and data entry as needed by the Project Discover U Coordinator.
  • Any other duties involving program activities.

 

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to relate well to diverse youth populations, including those from underserved or marginalized communities.
  • Strong interpersonal and communication skills.
  • Group facilitation or mentoring experience preferred.
  • Knowledge of youth development principles and trauma-informed care.
  • Strong organizational and time management skills.
  • Basic computer literacy and ability to learn data systems.
  • Comfort working in schools, community settings, and outdoor environments.
  • Commitment to the goals of the program.

 

TRAINING, EDUCATION AND EXPERIENCE:

  • High school diploma or equivalent required; associate degree or coursework in social work, education, human services, or related field preferred.
  • Minimum of 1–2 years of experience working with youth, preferably in a school, nonprofit, or mentoring environment.
  • Experience working with volunteers, families, or community partners is preferred.
