HVRP Employment Specialist

CLASSIFICATION: Non-Exempt

DEFINITION AND PURPOSE:

Recruit eligible homeless or potentially homeless veteran candidates for program participation. Ensure successful client employment matches. Develop relationships with employers to ensure successful partnerships.

 

ORGANIZATIONAL RELATIONSHIPS:

Supervised by:        Assistant Director/Director

Supervises:             No one

Coordinates with:    TAP programs, Local businesses and Veteran related resources

 

RESPONSIBILITIES:

  • Recruit candidates for HVRP program.
  • Establishes contacts with prospective new employers.
  • Maintains contact with existing employers.
  • Facilitates employment relationship between employers and participants.
  • Assists participants enrolled in program to seek and/or obtain suitable employment.
  • Develops relationships with temporary employers and/or temporary employment agencies, when applicable.
  • Meets program placement goals as outlined in the grant.
  • Meets with employers to market HVRP, develops ongoing relationships, and develops job placement opportunities for participants.
  • Forms working relationships with community employment services and resources, including Virginia Employment Commission, VA Medical Center, local Chambers of Commerce and the Virginia Workforce Investment Board.
  • Conducts employment group sessions and classes.
  • Recruits community volunteers to participate in job readiness workshops.
  • Counsels participants on career planning and administer career assessment to determine client interests and skill level.
  • Counsels participants on job seeking skills.
  • Maintains an ongoing list of employers and job openings sharing the same with participants. Posts job openings in HVRP office.
  • Assists participants with employment needs, supplying clothing and accessing assistive technology resources when applicable.
  • Assists participants in obtaining appropriate employment documents.
  • Assists participants with approved transportation requirements.
  • Conducts employment follow-ups in a timely manner.
  • Maintains complete and accurate participant files and data entry.
  • Inputs required employment information in TAP data system at baseline, and throughout follow-up.
  • Prepares required monthly report and submits in a timely manner.
  • Facilitates quarterly Employment meetings with area businesses.
  • Facilitates quarterly Veteran Coalition meetings.
  • Spends hours assisting at the American Jobs Center/Work Force Center
  • Attends trainings and meetings as required by program.
  • Performs other duties as assigned and required.

 

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of employer’s policy and procedures preferred.
  • Working knowledge of state employment regulations and human resource policies preferred.
  • Experience with offenders and ex-offenders helpful.
  • Must be computer literate.
  • Knowledge of Microsoft Office required.
  • Knowledge of computer data entry required.
  • Excellent organizational skills and leadership ability.
  • Good written and oral communication skills are a must.
  • Ability to communicate with various racial and economic backgrounds.
  • Ability to work independently.
  • Demonstrated ability to instruct adults in job seeking and retention skills, including resume writing and conflict resolution.

 

TRAINING, EDUCATION AND EXPERIENCE:

  • Graduation from a four-year college or have related experience.
  • Experience with human services or veteran programs preferred.
  • Training and experience in employment services preferred.
  • Training and experience in facilitating groups are preferred.

SPECIAL REQUIREMENTS:

  • Reliable transportation and a valid Virginia Operator’s license with a good driving record for insurance purposes.
  • TAP participates in the Virginia DMV Driver Alert Program.  Employees who operate a TAP vehicle or their personal vehicle to conduct TAP business may be subject to driver record monitoring through the Virginia DMV Driver Alert Program.
  • Able and willing to travel extensively.
  • Must pass drug screening.  Some positions require positive complete background screening including:  criminal, sex offender and child protective services.
  • Physical activity of this position – climbing; ascending and descending ladders, stairs, scaffolding, ramps, poles and the like; stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, use of fingers for – picking, pinching and typing; grasping, feeling, hearing, talking, repetitive motion of the wrists, hands, and/or fingers.
  • Physical requirements of this position – light work; exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently.

Victim Services Advocate (WF Case Manager)

CLASSIFICATION:             Non-Exempt

DEFINITION AND PURPOSE:

Provide professional emergency crisis and case management counseling to survivors of domestic violence and their children residing in TAP-DVS service area. Support TAP Domestic Violence Services staff in the coordination of services with law enforcement, medical services, shelter programs and allied agencies to respond quickly to survivors’ immediate needs and safety. Aid in work of the 24-hour hotline.

 

ORGANIZATIONAL RELATIONSHIPS:

Supervised by:             HHS Director

Supervises:                 Volunteers and Interns as necessary

Coordinates:               All TAP employees and all allied agencies

 

RESPONSIBILITIES:

  • Completes needs assessments and safety planning for clients that are in crisis.
  • Works as an on-call emergency basis, rotation schedule with other staff, covers 24-hour hotline on some weekends and some fill in relief for nights
  • Completes intakes and registrations for incoming clients as needed.
  • Meets with clients for ongoing case management and coaching services to ensure success and sustainability with goals and outcomes.
  • Provides on-going case management needs that include one to one counseling, budgeting, life skills planning and referral.
  • Provides direct emergency services to domestic violence victims and their children as needed, and makes appropriate referrals.
  • Responds as soon as possible to hotline crisis calls and contacts other DVS staff to respond when necessary.
  • Adheres to strict confidentiality of client identity and records.
  • Makes recommendations to Director and DVS staff regarding client needs/strengths/service plan.
  • Communicates and cooperates fully with Director and DVS staff to ensure quality service delivery.
  • Coordinates and cooperates with other domestic violence crisis services programs in order to ensure safety of victims and helpers, as well as best possible service delivery.
  • Assists Director in preparation of reports.
  • Coordinates with all TAP staff and programs to maximize progress of all domestic violence participants.
  • Establishes and maintains effective relationships with area human services agencies.
  • Supports TAP-DVS client services system, including, but not limited to maintaining a caseload, as needed.
  • Enters VADATA and EMPOWOR data/information into tracking systems daily.
  • Maintains relationship with allied professionals in the community.
  • Maintains a presence at shelter location(s)
  • Assists Director in the preparation of grant reports.
  • Attends training and meetings as required and approved by the Director.
  • Provides community outreach and education as needed.
  • Performs any other duties as assigned and required by the Director.

 

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

  • Must have knowledge, skills and interest in the dynamics, effects and causes of domestic violence.
  • Knowledge, skills and abilities in crisis intervention, especially crisis diffusion, interviewing and trauma debriefing.
  • General knowledge of area human service agencies, especially agencies working with victims of domestic violence.
  • Effective writing and record-keeping skills.

 

TRAINING, EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree in Human Service field; preferred but not required.
  • At least 2 years of experience working in human services, with survivors of intimate partner and family violence, or equivalent, preferred but not required.
  • Experience in high levels of multi-tasking, high stress incidents, crisis management

  • Conditions subject to in this position – the worker is subject to noise; there is sufficient noise to cause the worker to shout in order to be heard above ambient noise level.

Teacher – Buena Vista

DEFINITION AND PURPOSE:

The Head Start Teacher Assistant coordinates with the Teacher to develop and implement educational programs within Head Start/Early Head Start classrooms. They assist in supervising all children, facilitating educational experiences that promote their holistic growth—mentally, socially, emotionally, and physically. By working closely with service area and classroom staff, the Teacher Assistant ensures the provision of nurturing and enriching experiences for children in the child development centers, while acknowledging parents as the primary influencers in children’s lives.

 

ORGNAIZATION RELATIONSHIPS:

Supervised by: Lead Teacher, Teacher, Center Supervisor, Education Coordinator

Supervises:                 No One

Coordinates with:       Center and Administrative Staff, Community Specialists, Classroom Volunteers

 

RESPONSIBILITIES:

  • Assists teacher in planning activities that meet the social, emotional, physical and educational needs of the children.
  • Demonstrates knowledge of and adheres to the TAP Policies and Procedures, the Creative Curriculum and Head Start Performance Standards.
  • Observes and supervises children individually and as a group, and responds to their needs in a timely and appropriate manner.
  • Follows lesson plans and routines but allows for flexibility to accommodate children’s interests and needs.
  • Records weekly child observations and assists with other duties as agreed upon within the teaching team.
  • Supports a team approach in meeting Head Start Performance Standards and licensing requirements.
  • Works with center team to solve problems or seek additional resource for families and children.
  • Assists in creating a welcoming atmosphere by greeting parents and children in a friendly professional manner during drop-off and pick-up times.
  • Follows the NAEYC Code of Ethical Conduct and TAP Head Start Code of Conduct regarding appropriate interactions with staff and parents.
  • Presents self professionally through appropriate dress, language and behavior.
  • Assumes duties of teacher in his/her absence, or upon request.
  • Assists in maintaining and accumulating In-Kind Reports.
  • Assists with maintaining the safety and cleanliness of the classroom and outdoor environment.
  • Assists in maintaining a classroom environment conducive to exploration and experimental learning with interest areas labeled, defined, and accessible to children.
  • Provide accident information immediately to supervisor; reports cases of suspected child abuse or neglect to supervisory staff and call Child Protective Services immediately.
  • Adheres to all policies/procedures as outlined in the TAP Head Start Policy and Procedures Manual.
  • Create a positive work environment by demonstrating flexibility and willingness to perform other job duties by participating appropriately in program planning and decisions, and in the implementation of those plans.
  • Ensures attendance and meals are completed at the point of service daily and recorded in ChildPlus.
  • Demonstrate skills in the CLASS Tool to promote a positive, engaging, responsive, respected, child-centered, and safe environment. By nurturing meaningful interactions, educators will support children’s holistic development.
  • Performs other duties as assigned and required.

 

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

  • Basic knowledge of developmental characteristics and needs of preschool children.
  • Familiarity with appropriate activities and interactions with preschool children.
  • Ability to learn, understand and follow program policies and procedures.
  • Demonstrate effective communication skills with staff, parents and children.

 

TRAINING, EDUCATION AND EXPERIENCE:

  • Must obtain AA degree with concentration in Early Childhood Education or Child Development within two (2) years of hire.
  • AA degree with concentration in Early Childhood Education (preferred)
  • At least one year of experience with preschool children.
  • Must obtain Preschool CDA within 90 days of hire
  • Must attend a minimum of 21 training hours as required and provided by TAP Head Start.

  • Physical requirements of this position – medium work; exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • Visual acuity requirements – must be able to determine the accuracy, neatness and thoroughness of the work assigned or to make general observations of facilities or structures.
  • Conditions worker subject to in this position – worker in not substantially exposed to adverse environmental conditions.
